Ms. Mills,

I would like to take this opportunity to give you our twenty-fourth monthly update on the project.

Report Status:

The last quarterly report was received October 2, 2008 and included the necessary professional recommendations for honing in on the contaminated area of MW-5 and AW-10. The Division issued a comment letter dated October 30, 2008 and concurs with pilot testing air sparging technology in this area for a potential Remedial Action Plan modification. A teleconference is being scheduled with the consultant and Orange County EPD in the next couple of weeks so that the required pilot test plan may be prepared. It will take a few months to design and implement a pilot test, but treatment of the existing system will not have to cease while this is done.

The Division approved the use of the chemical water treatment (chemical solution AN-310FG, a food grade sequestrant), which may help to reduce backpressure problems we had before that had resulted in a burst hose before. The well closest to Lake Formosa and the well closest to the infiltration gallery in the gravel parking lot by Midway Drive will be monitored for Total Phosphorus.

The oxidizer remains off and onsite pending the approval of it’s use at a site in another county. The system will continue to operate with the oxidizer in the off position until then. The propane tank and barriers still remain at the site, but may be removed by Argus at any time. I thought they would have removed it by now, but the company that owns the tank has not been able to do it yet.

The next report from Argus is due December 31, 2008.

General System Status:

The system is currently running. Focused treatment in the area of MW-5 is being performed, but Orange County is requesting that Argus further improve groundwater recovery in treatment points MPE-3 & MPE-4 (those nearest to MW-5 and AW-10). Also, the latest report noted a discrepancy that some of the treatment wells were still recovering water when thought to have been turned off.

Milestone Update:

There is no new milestone update this month. If I do not have a new milestone update for you next month (December 1st), I will share the data with you as soon as it is available.

I look forward to giving you the next update on December 1, 2008. Please feel free to call me anytime if you need additional information or have any questions.

Thank you,
