Subject: Monthly update for Sellers Auto / Artist Studio petroleum cleanup site 489201547 / 489201548 (third update- January 2, 2007)
I would like to take this opportunity to give you our third monthly update on the project. As a reminder, this site is completely funded by the Florida Department of Environmental Protection and a Remedial Action Plan to clean up the site using multi-phase extraction and biosparging estimated a four year timeframe after startup. The responsible party (Jane Webster), has chosen Terramax Engineering to perform the cleanup.
The FDEP & delegated local program (Orange County Environmental Protection Division) have an open Work Order with Terramax to construct the designed remediation system and start it up. This work order must be closed at this time due to the Florida Department of Environmental Protection’s Petroleum Cleanup Program Spending Procedures, so that subcontractors may be paid for completed work and the fiscal year (2005-2006) be closed out. There is an additional work order to run the system (Operation and Maintenance or O&M) for the first year of cleanup, and the remaining work may easily be added to this work order. Although the O&M cannot begin until Startup has occurred, the Startup task may be added to this work order.
I stated in my first e-mail to you that it was our goal to have the system fully constructed and started up by , December 1, 2006. The electrical hookup is the only thing preventing startup now. The privacy fence hasn’t been installed yet either.
Orlando Utilities Commission (OUC) received and acknowledged our request to set up an account several months ago, but three phase power service still needs to be provided to the remediation building. OUC, Terramax and Orange County agreed that the 3-phase electric power can be installed overhead (south on Alden, down Midway and then north on Philadelphia Avenue to the compound by mid January 2007). The limiting factor would be OUC’s scheduling.
Our goal of a full system startup occurring by Wednesday, January 31, 2007 still stands, with a due date for Terramax to submit the comprehensive Startup report by February 28, 2007. A cost to provide the electrical hookup was received and this cost is being added to our open Work Order, so that OUC may schedule the work. OUC will install wooden poles, transformers and lines to complete this work.
