cleanup site 489201547 / 489201548 (fourth update- February 1, 2007)

Ms. Mills,

I would like to take this opportunity to give you our fourth monthly
update on the project.

The FDEP & delegated local program (Orange County Environmental
Protection Division) have an open Work Order with Terramax to operate
the recently constructed remediation system.

I stated in my first e-mail to you that it was our goal to have the
system fully constructed and started up by , December 1, 2006. A
subsequent update set a goal of January 31, 2007 due to the lack of the
electrical hookup.

Terramax Engineering and I have frequently contacted Orlando Utilities
Commission (OUC) to try to expedite the process, but OUC’s power
installation has not yet commenced. OUC has received and acknowledged
payment and our account setup though. The scope of the power
installation is that the 3-phase electric power will be installed
overhead (south on Alden, down Midway and then north on Philadelphia
Avenue to the compound). OUC’s Bill Ellwood and Michael Galloway have
told me that the fastest they can have the work is about two weeks from
now. The full work scope will be at least one weeks worth and they will
begin sometime next week.

I walked the site this past Sunday and saw that the private electrician
had done their part and was awaiting inspection. I believe Terramax
will have the privacy fence up soon as well.

Due to the delay with the power company, our new goal for starting up
the system is February 21st. I will be persistent however, with
requests for updates from OUC to try to beat this deadline.
